Jefferson Parish FORTIFIED Roof Update
Jefferson Parish RELIF: Up to $5,000 in FORTIFIED Roof Gap Funding
Updated September 1, 2026. Program availability, funding, and eligibility can change. Always confirm current requirements with the Louisiana Department of Insurance and Jefferson Parish before signing a contract or starting work.
Quick answer: Jefferson Parish's Roof Enhancement Lottery Incentive Fund, or RELIF, can provide eligible parish homeowners selected for a Louisiana Fortify Homes Program grant with up to $5,000 in additional gap funding. Because an LFHP grant is worth up to $10,000, a qualifying project may have access to as much as $15,000 in combined assistance. That amount is not automatic, and homeowners remain responsible for costs that are not approved or covered.
What Is Jefferson Parish RELIF?
RELIF stands for Roof Enhancement Lottery Incentive Fund. Jefferson Parish created the program to help address the portion of an approved FORTIFIED Roof project that may remain after an LFHP grant is applied.
The state program and the parish program have different jobs:
- LFHP is the Louisiana Department of Insurance program that awards grants of up to $10,000 through a lottery process.
- RELIF is Jefferson Parish gap assistance for qualifying parish residents who have been selected for an LFHP grant.
- The FORTIFIED designation is issued only after the required construction, documentation, and independent evaluation have been completed successfully.
RELIF is not a separate statewide roofing grant, and it does not replace the LFHP selection process. A homeowner cannot assume that living in Jefferson Parish automatically creates a $15,000 award.
Important: The Louisiana Department of Insurance currently states that LFHP lottery registration is closed and that future grant rounds will be announced later. Do not hire a contractor or begin roof work in anticipation of a grant. Starting work before the required LFHP approval can make a project ineligible.
Why Jefferson Parish Created Gap Funding
A FORTIFIED Roof includes specific resilience details, third-party evaluation, documentation, and designation requirements. The final approved project cost can exceed the state's $10,000 grant. According to the Louisiana Department of Insurance, the inability to pay costs above the LFHP award was the leading reason selected homeowners left the program.
Jefferson Parish approved a $500,000 RELIF pilot in 2025. State and local materials report that the program has helped fund more than 100 FORTIFIED roofs in the parish.

How RELIF and LFHP Work Together
RELIF enters the process only after a Jefferson Parish homeowner is selected for LFHP. The short sequence is: official LFHP selection → written RELIF confirmation → approved FORTIFIED Roof construction and documentation. The state and parish instructions control every step; the full application process is covered in our LFHP step-by-step guide.
What “Up to $15,000” Actually Means
The maximum possible combination is easy to misunderstand. LFHP may provide up to $10,000, and RELIF may provide up to $5,000 toward an eligible remaining gap. The actual amounts depend on approved costs, program rules, available parish funds, and the homeowner's specific award.
Illustrative example A
$13,000 approved project cost
- LFHP: up to $10,000
- Potential remaining gap: $3,000
- RELIF could potentially cover up to that eligible gap
Illustrative example B
$18,000 approved project cost
- LFHP: up to $10,000
- RELIF: up to $5,000 if approved
- Potential homeowner balance: $3,000, plus any noncovered costs
The examples are for explanation only. They are not quotes, eligibility decisions, or funding promises. Evaluator fees and costs outside an approved scope may remain the homeowner's responsibility.
Who May Qualify in Jefferson Parish?
A RELIF applicant must be a Jefferson Parish resident who has already been selected for LFHP and satisfies the state program's current requirements. Those requirements generally include an owner-occupied primary residence with a homestead exemption, active insurance with wind coverage, flood insurance where required, and an approved full-roof replacement. RELIF follows separate parish funding limits and guidelines, so an LFHP award does not guarantee gap funding. Review the current LFHP status and official award instructions for the complete rules.
Local Coverage Across Jefferson Parish
RELIF is a parish program, not a Metairie-only benefit. Eligible homeowners may be located on either side of the Mississippi River.
East Bank
Communities include Metairie, Kenner, Harahan, River Ridge, Old Jefferson, Elmwood, and nearby unincorporated areas.
West Bank
Communities include Gretna, Harvey, Marrero, Westwego, Terrytown, Woodmere, and nearby unincorporated areas.
Roof design, deck condition, code requirements, ventilation, access, and the approved FORTIFIED scope can vary from one Jefferson Parish home to another. A local address does not determine the final cost or funding amount by itself.
What to Verify Before Signing or Starting Roof Work
RELIF Is Gap Funding—not an Insurance Discount or Tax Credit
LFHP and RELIF may help pay approved project costs. Insurance discounts and Louisiana tax incentives are separate benefits with different rules, timing, and decision-makers; they should not be counted as cash available for construction. See our FORTIFIED grant, insurance discount, and tax credit comparison for the full breakdown.
What Southern Home Improvement Can—and Cannot—Do
Southern Home Improvement can inspect the existing roof, explain a proposed FORTIFIED Roof scope, prepare a written roofing estimate, complete approved construction, and coordinate required jobsite access and documentation with the independent evaluator.
SHIC does not operate LFHP or RELIF. We cannot select lottery recipients, approve grants, reserve parish funds, issue a FORTIFIED designation, decide insurance discounts, or guarantee tax results. Those decisions belong to the responsible government agency, evaluator, insurer, or tax professional.
Best next step: If you have already received an official LFHP selection notice, follow the instructions in that notice first. Then confirm RELIF eligibility with Jefferson Parish before authorizing roof work.

Frequently Asked Questions
Can every Jefferson Parish homeowner receive $15,000?
No. The potential total combines an LFHP grant of up to $10,000 with Jefferson Parish RELIF funding of up to $5,000. The homeowner must meet program requirements, be selected for LFHP, qualify for RELIF, and receive the applicable approvals.
Is RELIF open if the LFHP lottery is closed?
RELIF is designed as gap funding for qualifying LFHP recipients; it is not a replacement lottery. The official LFHP page currently says registration is closed. Confirm any RELIF deadline or funding availability directly with Jefferson Parish.
Does RELIF cover homeowners in Metairie and Kenner?
RELIF serves qualifying residents of Jefferson Parish, including communities on the East Bank such as Metairie and Kenner. Location alone does not guarantee eligibility or funding.
Does it also apply to Gretna, Harvey, and Marrero?
Qualifying Jefferson Parish homeowners may be on the West Bank, including Gretna, Harvey, Marrero, Westwego, and nearby communities. Confirm the property's jurisdiction and current program rules with the parish.
Can I start the roof and apply afterward?
No. The Louisiana Department of Insurance warns homeowners not to choose a contractor or begin work before LFHP approval. Early construction can make a project ineligible.
Who issues the FORTIFIED designation?
The designation is issued through the FORTIFIED program after an independent evaluator verifies that the required construction details and documentation meet the applicable standard. A roofing contractor cannot issue or guarantee the designation.
Will a $15,000 combination cover the entire roof?
Not necessarily. The approved project may cost more than the combined assistance, and some expenses may not be covered. The homeowner is responsible for the remaining balance and applicable evaluator fees.
Can SHIC help if I already have an LFHP award?
Yes. SHIC can discuss the roof, prepare an estimate, and explain the construction scope. The state, parish, and independent evaluator still control program eligibility, funding, and designation decisions.
