Louisiana Fortify Homes Program: What Is Available Now in 2026?

Current status: LFHP lottery registration is closed.

The Louisiana Fortify Homes Program offers grants of up to $10,000 for qualifying FORTIFIED Roof construction, but a grant is not automatic and cannot be applied retroactively to a roof project that has already started. Future grant rounds will be announced by the Louisiana Department of Insurance.

The Louisiana Fortify Homes Program remains an important option for homeowners considering a FORTIFIED Roof, but the key question is what homeowners can actually do while registration is closed.

Right now, homeowners can create or maintain an LFHP profile, review current eligibility requirements, organize insurance and homestead documents, understand the evaluator and contractor process, and sign up for future program announcements. They should not sign a roofing contract or begin construction because they expect a future LFHP grant.

Who Can Apply for a Louisiana Fortify Homes Grant?

LFHP eligibility involves the homeowner, property, insurance coverage, location, and condition of the home. Meeting the basic requirements allows a homeowner to participate in an applicable lottery round; it does not guarantee selection or grant funding.

Primary Residence

The property must be the homeowner's primary residence. Selected homeowners must verify a homestead exemption.

Wind Insurance

The home must have an active residential insurance policy that includes wind coverage.

Flood Insurance When Required

If the property is in a FEMA Special Flood Hazard Area, the homeowner must also maintain the required flood insurance.

Condition of the Home

The property must be in good repair and able to follow the FORTIFIED path as determined through the evaluation and program process.

Complete Roof Scope

Roof patching and partial roof-cover repairs do not qualify for LFHP funding when roof-cover replacement is part of the approved improvement.

Excluded Property Types

New-construction homes, condominiums, and mobile homes are not eligible under the current program rules.

LDI currently identifies eligible areas in the following Louisiana parishes:

Do not use parish location alone to decide that a homeowner “qualifies.”

Geographic eligibility is only one requirement. The homeowner still needs to meet the property, homestead, insurance, evaluation, lottery, and other program requirements.

How the LFHP Grant Process Works

The grant program has a defined order. Homeowners who want LFHP funding should follow the official sequence instead of treating it like a reimbursement program for a roof they already planned independently.

  1. Create an LFHP homeowner profile. A profile can be created while lottery registration is closed.
  2. Wait for an open lottery registration period. LDI announces registration periods separately. Registering in a previous round does not necessarily register a homeowner for a later round.
  3. Register for the applicable lottery. Homeowners must submit the documents required for that round and participate through the official LFHP system.
  4. Wait for selection. Registration does not mean the homeowner has received a grant. Participants are selected through the program's lottery process.
  5. Complete the required FORTIFIED evaluation. The homeowner is financially responsible for evaluator fees. The evaluation determines the conditions and work needed for the FORTIFIED path.
  6. Obtain contractor bids through the grant process. Current LDI guidance states that homeowners will be asked to submit at least three contractor bids for LFHP review.
  7. Select the contractor only when the program allows it. Do not begin construction before the required acceptance and contractor-selection process is complete.
  8. Complete the approved FORTIFIED work. The roofing work and construction documentation must satisfy the requirements applicable to the grant project.
  9. Obtain the FORTIFIED designation. A certified Evaluator documents the work and submits the required information for IBHS review.
  10. Grant funds are paid to the contractor. LFHP pays qualifying grant funds directly to the contractor after project completion and submission of required paperwork, including the FORTIFIED certificate.

The actual amount depends on qualifying construction costs and the approved program process. Homeowners should be prepared for their own evaluator fees and any project costs that are not covered by the grant.

What If the Roof Has an Insurance Claim?

LFHP can sometimes be used when a roof has been damaged and an insurance claim is involved, but the insurance settlement and LFHP grant should not be treated as two automatic amounts that can simply be added together.

LDI states that homeowners who have an open claim or previously had a claim for roof repair or replacement must disclose that claim information during the grant process.

Current LDI guidance says LFHP may help cover the difference between an insurance claim payment and the cost of an upgraded FORTIFIED Roof. The exact treatment depends on the claim and grant process, so homeowners should not calculate their project by simply adding a full insurance payment to a full $10,000 grant.

Insurance coverage itself is determined by the homeowner's insurer and policy. Southern Home Improvement Center can provide roofing estimates and construction documentation but does not determine insurance claim coverage or LFHP grant amounts.

These programs solve different problems.

An LFHP grant helps with approved construction costs. A state tax credit follows tax rules. An insurance discount or endorsement follows insurance rules. Approval for one does not automatically create eligibility for another.
