Louisiana House Votes to Add $64 Million to FORTIFIED Roof Grants
Louisiana homeowners may have another reason to follow the state’s FORTIFIED Roof grant program closely. The Louisiana House voted 87–9 to allocate $64 million from excess collections by Louisiana Citizens Property Insurance Corporation toward expanding a program that offers grants for eligible homeowners who install FORTIFIED roofs.
The proposal has not completed the legislative process yet. It still has to move through the Senate and be signed into law before any additional funds could become available. Even so, the vote is an important signal that stronger residential roofing remains central to Louisiana’s response to hurricane risk, insurance pressure, and storm-season preparation.
What Happened in Baton Rouge
House Bill 1187 would reallocate surplus funds from Citizens’ emergency assessment to support more FORTIFIED roof projects across Louisiana. According to WBRZ and the LSU Manship School News Service, the House vote moved the proposal forward with a strong 87–9 margin.
The Louisiana Fortify Homes Program helps eligible homeowners upgrade their roofs to standards set by the Insurance Institute for Business & Home Safety (IBHS). The official program page states that grants may provide up to $10,000 for eligible homeowners, and the completed roofing project must meet the FORTIFIED Roof Standard before grant funds are issued.
Important: this is not a new open grant round. The House vote is a legislative step. Homeowners should wait for official Louisiana Fortify Homes Program announcements before making decisions based on possible future funding.
Why the $64 Million Proposal Matters
Demand for FORTIFIED roof grants has remained high since the program began. WBRZ reported that demand has exceeded available supply since the program started in 2023. The same report stated that 4,656 grants have been awarded over the last three years, with 4,600 used to fortify existing roofs. It also reported that about 6,900 FORTIFIED roofs have been installed without state grants, bringing the reported total to about 11,500 FORTIFIED roofs in Louisiana.
For homeowners, those numbers show that FORTIFIED roofing has moved from a niche upgrade to a serious part of the home protection conversation. In Louisiana, a roof has to face heat, humidity, heavy rain, high wind events, and hurricane-season exposure. A FORTIFIED Roof upgrade addresses installation details that go beyond a standard shingle replacement.
If the proposal becomes law, additional funding could help more eligible homeowners pursue a FORTIFIED Roof upgrade.
FORTIFIED roofing focuses on details such as stronger edges, a sealed roof deck, and better attachment.
A completed FORTIFIED Roof certificate can be shared with the homeowner’s insurer for applicable premium discount review.
The Funding Is Not Available Yet
Homeowners should be careful with timing. The $64 million figure has been approved by the House, but the bill still has to go through the Senate and be signed into law. WBRZ reported that the Louisiana Fortify Homes Program currently receives about $30 million annually, and that approximately $13 million from the proposed $64 million would need to be held in a legal reserve.
If the bill becomes law, funds could be dispersed in September or October. That timeline may change, and homeowners should rely on official program updates rather than assuming funds are already available.
For homeowners considering roof replacement in Louisiana, the practical takeaway is clear: do not start a FORTIFIED grant project before receiving approval through the Louisiana Fortify Homes Program. Homeowners should apply for and be awarded a grant before selecting a contractor and beginning construction.
What Homeowners Can Do Before the Next Grant Round
Even when grant registration is closed, homeowners can still use this time to understand the process and organize the information they may need. The Louisiana Fortify Homes Program has specific requirements, and waiting until a lottery window opens can make the process more stressful.
Homeowners preparing for a future FORTIFIED Roof grant opportunity should review several key items:
- whether the home is the primary residence;
- whether the property has a homestead exemption;
- whether the active residential insurance policy includes wind coverage;
- whether flood insurance is required because the home is in a Special Flood Hazard Area;
- whether the current roof condition may support a FORTIFIED upgrade;
- whether any past insurance claims may need to be disclosed during the grant process.
These details matter because the program is not simply a rebate for any roof replacement. The project must follow the required process, include the right scope of work, and receive the required FORTIFIED designation.
Why FORTIFIED Roof Planning Should Start Early
A standard roof replacement and a FORTIFIED Roof upgrade are not the same process. A FORTIFIED project has to be planned around specific construction requirements and third-party verification. The Louisiana Fortify Homes Program explains that FORTIFIED work may include stronger roof edges, a sealed roof deck, better attachment, and other details designed to improve performance in high-wind conditions.
Starting the planning conversation early can help homeowners understand what may be required before a grant window opens. It can also help identify whether a home may need a full roof replacement, what materials may be appropriate, and how the project should be scheduled if funding becomes available.
SHIC reminder: homeowners should not treat possible future funding as guaranteed. Grant selection rules, eligibility requirements, program timing, and available funds can affect whether a homeowner is able to participate.

A Stronger Roofing Conversation for Louisiana
The House vote shows that Louisiana’s FORTIFIED Roof conversation is still gaining momentum. Between grant demand, insurance pressure, and hurricane-season risk, more homeowners are looking at the roof as one of the most important protective systems on the home.
That does not mean every homeowner should wait for a grant. Funding is limited, selection rules apply, and future rounds depend on official announcements. But homeowners who are already considering roof replacement should understand the difference between a basic replacement and a FORTIFIED Roof upgrade before making a decision.
