LOUISIANA & MISSISSIPPI HOMEOWNER GUIDE
Home Improvement Grants, Tax Credits, and Insurance Discounts in Louisiana & Mississippi
Help with home improvements comes in several forms. A roof grant can contribute toward approved construction, a tax credit can reduce qualifying tax liability, and an insurance discount can affect a future premium. Each has its own eligibility rules, paperwork, and timing.
Program information checked September 7, 2026. Confirm the official status before applying or committing to work.

Start With the Work Your Home Needs
A leaking roof, an energy-efficiency improvement, and a patio addition are different projects. Do not assume that a program mentioning “home improvements” covers all three. First identify the condition you need to address, then check whether the program supports that specific work.
This guide is an overview for comparing options. Use the official program links for applications and eligibility decisions. Southern Home Improvement Center provides construction services; SHIC does not award government grants, approve tax credits, or decide insurance coverage.

Louisiana Programs and Benefits
Louisiana Fortify Homes Program: Roof Upgrade Grants
Status checked September 7, 2026: LDI’s page says lottery registration is closed and further rounds will be announced. The program offers up to $10,000 for qualifying FORTIFIED Roof construction. It does not fund roof patching or general cosmetic improvements.
Eligibility includes a primary residence, required insurance, qualifying property condition, and the applicable parish rules. Check the current eligibility map rather than assuming statewide availability. Homeowners pay evaluation fees and costs above the award. Grant funds go to the contractor.
Follow the program’s selection process before engaging grant-program professionals or starting work. Beginning before approval can make the project ineligible. Disclose required claim history and other roof-related benefits.

Louisiana offers a nonrefundable credit of up to $10,000 per qualifying residence. It is not an upfront grant or an automatic cash refund. The property and expenses must meet the program rules, and allocation is subject to an annual cap.
LDR’s published guidance says the application period for roofs certified in 2025 ended June 30, 2026. For roofs certified in 2026, applications begin January 1, 2027. A homeowner who received an LFHP grant is not eligible for this credit. Ask your tax preparer how the credit would apply to your circumstances before counting it toward the project budget.

FORTIFIED Insurance Discounts
LDI has published Regulation 136 benchmarks with implementation required no later than January 1, 2027. The percentages apply to the hurricane portion of the premium, not automatically to the entire insurance bill. Your designation level and region matter.
Ask your agent which credits are already available, which documents are needed, and when a new credit would take effect. Request a dollar estimate based on your policy rather than applying an advertised percentage to the full premium.
Strengthen Mississippi Homes: Current Entry Requirements
Status checked September 7, 2026: MID lists interest forms as open to eligible windpool policyholders. For 2026 grants, recipients must currently have MWUA coverage and have been insured through the windpool for the preceding three consecutive policy years. Selection uses a lottery; an interest form is not an award.
The program offers up to $10,000 toward qualifying roof upgrades. Homeowners pay evaluator fees and costs above the grant. Funds are paid directly to the contractor after completion and required documentation.
Other checks include primary-residence status, property type and condition, required insurance, and FORTIFIED eligibility. Follow MID’s approved evaluator and contractor process and obtain the award letter before mitigation work begins.

For an eligible rural address in either state, USDA’s Section 504 program may be another route. It has income, occupancy, and credit-availability requirements. Grants target qualifying homeowners aged 62 or older with very low incomes and must address health or safety hazards.
USDA’s general overview lists loans up to $40,000 and grants up to $10,000. Loans carry a fixed 1% rate over 20 years. A grant may have to be repaid if the property is sold within three years. Special disaster provisions can differ, so ask the local Rural Development office which limits and terms apply to your property.
Applications are accepted year-round, but approval depends on eligibility and available funding. This is not a universal free-roof program.
Can You Combine These Benefits?
Do not add every advertised maximum together. Some benefits concern construction expenses, others tax liability, and others future insurance premiums. Eligibility for one does not establish eligibility for another.
- LFHP and the Louisiana roof tax credit: LDR excludes LFHP grant recipients from the credit described above.
- Grants and insurance proceeds: disclose other assistance and let the administrator determine whether benefits overlap.
- Insurance discounts: confirm the policy calculation separately from the construction funding.
- Loans: borrowed money must be repaid; it is not additional grant savings.
Ask each administrator for written confirmation of any proposed combination. Keep the award letter, insurance explanation, invoices, and tax records together so the same expense can be traced across the documents.
A Practical Checklist Before Work Starts
- Identify the immediate problem. Record visible damage, leaks, and any time-sensitive repair needs.
- Choose the relevant program. Check the official status for your state, address, and proposed work.
- Ask what must happen before signing or starting. Confirm selection, inspection, evaluator, and contractor requirements.
- Separate the project budget. List construction, evaluation, permits, uncovered repairs, and optional upgrades.
- Confirm the payment schedule. Find out who receives the benefit and what you must pay before it arrives.
- Keep the completion records. Save approved changes, receipts, photographs, inspection records, and designation documents where required.
If water is entering the home, ask about prompt stabilization and document what is done. Contact the program administrator about how emergency work affects eligibility; do not assume later reimbursement.
Which Exterior Improvements Come Next?
Priorities should follow the condition of the property. A roof leak may need attention first, while another home may have a drainage or window-opening problem. A program’s funding limit should not replace a condition assessment.
Separate essential repairs from optional siding, window, gutter, or outdoor living upgrades. Do not assume a roof mitigation grant covers those additional services. SHIC can discuss the construction scope, while the program administrator determines which work qualifies for assistance.
Homeowner Questions
Does submitting an interest form guarantee funding?
No. Treat registration, selection, eligibility review, and an award as separate steps. Do not commit money based only on a submitted form.
Is a FORTIFIED endorsement a roof grant?
No. It is a policy provision. Ask your insurer whether your policy includes one and what covered-loss conditions, limits, and exclusions apply. It does not pay for an elective replacement simply because you want an upgrade.
Can I receive a benefit after paying for the roof myself?
That depends on the benefit. Grant programs may require approval before construction, while tax programs have their own expense and certification rules. Check the specific route before beginning work.
Will a roof grant pay for gutters, windows, or a patio cover?
Do not assume so. Get written confirmation of eligible work and keep any unrelated improvements separately priced.
Can SHIC approve my application?
No. The responsible agency makes program decisions. SHIC can discuss the property and construction estimate; insurer and tax questions belong with your insurer and tax adviser.
