The FHLB Dallas FORTIFIED Fund is a housing-resilience program designed to help qualifying homeowners replace an existing roof with a roof that earns an IBHS FORTIFIED Roof designation. Louisiana and Mississippi are both within the FHLB Dallas five-state district.
The program should be treated separately from the Louisiana Fortify Homes Program, Strengthen Mississippi Homes, Louisiana tax credits, insurance discounts, disaster-recovery programs, and ordinary roof financing. Each has its own eligibility requirements, funding source, application process, and availability.

What Changed in the FHLB Dallas FORTIFIED Fund for 2026?
The 2026 homeowner program differs substantially from the 2025 version. Homeowners reading older articles should not rely on the previous grant amounts or the former new-construction option.
Up to $15,000
The 2025 homeowner program offered up to $15,000 for qualifying existing-roof replacements.
Up to $17,000
The 2026 homeowner program increased the maximum request for an approved existing-roof replacement to $17,000.
New Construction Option
The prior program included a separate new-construction grant option.
Existing Roof Replacement
The current homeowner FORTIFIED Fund lists one grant type: replacement of an existing roof with a FORTIFIED Roof.
FHLB Dallas allocated $10 million to the homeowner FORTIFIED Fund for 2026 and scheduled two funding offerings during the year. Applications are funded on a first-come, first-served basis until the applicable funding is exhausted.
Another important 2026 requirement is that roofing contractors participating in the program must meet the applicable FORTIFIED certification requirement.

Member Institution

Roof Estimate

The FHLB Dallas rules state that a member application must include at least five households and may include up to 50 households. This is another reason homeowners should begin with a participating member institution rather than assuming they can submit an individual grant request directly.

What Could the 2026 FORTIFIED Fund Pay For?
When funding is available and an application is approved, an FHLB Dallas member may request no more than $17,000 per qualifying household for an existing-roof replacement.
The program is based on qualifying actual project costs and the approved application. A household does not automatically receive $17,000 simply because its roof needs replacement or because its income falls within the program limit.
Within the applicable program maximum, FHLB Dallas states that funds may cover the actual qualifying roof cost together with allowable evaluator and intermediary fees.
The intermediary fee is subject to the program limit, and all project funding sources must be identified in the required Sources & Uses documentation.

A FORTIFIED Roof is a documented roof system rather than a particular shingle brand. The process evaluates and verifies multiple construction details intended to reduce severe-weather damage.
Attachment requirements are designed to improve the connection between the roof deck and structure.
A qualifying sealed roof-deck system helps limit water entry if the primary roof covering is damaged.
Roof edges, starter areas, drip edge, and related details must follow applicable FORTIFIED requirements.
A certified independent evaluator documents the installation for FORTIFIED designation review.
A normal roofing contractor estimate by itself does not make a project eligible for FHLB Dallas funding.

How Is the FHLB Dallas Fund Different From Louisiana and Mississippi State Programs?
