Senate Bill 2409, passed during the 2026 Legislative Session, allows the Mississippi Insurance Department to administer the Strengthen Mississippi Homes Program. The Mississippi Windstorm Underwriting Association is providing $2 million to be administered by the Mississippi Insurance Department for the initial phase. - Insured through the Wind Pool for three consecutive policy years before eligibility
- Primary residence
- Single-family home
- Owner-occupied property
- Final eligibility, inspection, and documentation requirements published by the Mississippi Insurance Department
Other homeowners who are not insured through the Wind Pool are expected to be included during a broader statewide rollout anticipated in early 2027.

The department is continuing to build the systems needed to expand the grant program across the state. An advisory board has been created, and members have been named.
The program is funded with fees collected from insurance companies, not taxpayer money. Those fees begin July 1, with full funding anticipated by spring 2027.
Funding Issue Connected to House Bill 1911
The Mississippi Insurance Department also noted a funding issue connected to House Bill 1911, the department’s funding bill for Fiscal Year 2027.
House Bill 1911 allowed the department to receive up to $15 million in statewide funding to provide grants for homeowners who qualify for the program. However, due to a typo in the bill, the department will not have spending authority for those funds until the Legislature reconvenes and addresses the issue.
That correction is expected in early 2027. Until then, homeowners should separate the initial Gulf Coast Wind Pool phase from the broader statewide rollout. The first phase is moving forward with Wind Pool-supported funding, while the larger statewide program still depends on additional administrative and legislative steps.
