Interest Forms are currently available for certain Mississippi Windstorm Underwriting Association policyholders in Hancock, Harrison, and Jackson counties. Before submitting, homeowners should confirm the current Wind Pool, property, insurance, and program requirements.

What Homeowners Need to Know First

The current Strengthen Mississippi Homes Interest Form is not a general statewide application. The Mississippi Insurance Department currently directs the form to eligible Mississippi Windstorm Underwriting Association policyholders in Hancock, Harrison, and Jackson counties.

Homeowners need their current MWUA policy number to submit the form. MWUA is commonly referred to as the Mississippi Wind Pool. The state also says grant recipients must currently be insured through the Wind Pool and must have maintained Wind Pool coverage for three consecutive policy years before becoming eligible to apply for a Strengthen Mississippi Homes grant.

An Interest Form is not a grant award.

Submitting the form does not guarantee eligibility, selection, funding, a specific award amount, contractor approval, or authorization to begin roofing work. Submitted information will be verified, and selected homeowners will be contacted by program staff.

Interest Form, Grant Eligibility and Project Approval Are Different Steps

Keeping these stages separate matters. A homeowner may be able to submit an Interest Form without having received a grant award or permission to hire a contractor for grant-supported work.

Confirm That the Property Is in the Current Three-County Area

The current Interest Form is limited to qualifying properties in Hancock, Harrison, and Jackson counties. A Mississippi address alone is not enough for this initial phase.

Confirm the actual county shown in the property and insurance records. Do not rely only on the nearest city, mailing address, or ZIP code.

Verify That the MWUA Wind Pool Policy Is Active

The current Interest Form is specifically intended for Mississippi Windstorm Underwriting Association policyholders. The Wind Pool policy must currently be in force.

A former policy, expired policy, or coverage from another insurer should not be assumed to satisfy the requirement for this phase.

Confirm Three Consecutive Wind Pool Policy Years

The Mississippi Insurance Department says grant recipients must have been insured through the Wind Pool for three consecutive policy years before becoming eligible to apply for a grant.

Homeowners who are uncertain about their policy history should contact their Wind Pool insurance agent before submitting the form.

Locate the Correct MWUA Policy Number

The Interest Form requires the current Wind Pool policy number. Obtain it from the declarations page or confirm it with the insurance agent before beginning the submission.

Using the correct number reduces the risk of delays when program staff verify the submitted information.

Confirm the Property Type and Primary-Residence Status

The published program requirements apply to a Mississippi resident’s owner-occupied, single-family home used as the homeowner’s primary residence.

Townhomes, rental properties, condominiums, and mobile homes are listed as ineligible under the current program FAQ.

Review Homeowners and Flood Insurance Requirements

The homeowner must provide proof of an active homeowners insurance policy. Flood insurance is also required when the property is located in a Special Flood Hazard Area.

These requirements are separate from the current Wind Pool policy and three-year Wind Pool history.

Consider Whether the Home Is in Good Repair

The official FAQ states that the home must be in good repair. An Interest Form should not be treated as confirmation that every property condition or existing roof problem will qualify for grant-supported work.

Structural problems, damaged decking, active leaks, deteriorated framing, or other repairs may need to be evaluated separately from the approved FORTIFIED Roof scope.

Understand the Coastal Building-Code Condition

The state FAQ includes a building-code condition for homes in Mississippi’s coastal counties. The property must satisfy the jurisdiction and code-enforcement requirements published by the program.

Homeowners should allow the program to verify this condition rather than assuming that every property near the Mississippi Gulf Coast automatically qualifies.

Prepare for Costs the Grant Does Not Pay

The homeowner is responsible for the fee charged by the approved independent FORTIFIED Evaluator. Evaluators are independent contractors and establish their own prices.

The homeowner is also responsible for any approved project cost above the grant award and for additional repairs or improvements outside the approved grant scope.

Do Not Begin Grant-Related Work Before Authorization

Do not assume that a roof replacement completed before grant approval will be reimbursed. The program requires homeowners to follow its selection, evaluator, contractor, scope, and documentation process.

The official FAQ states that an approved program contractor cannot begin grant-supported mitigation work before the grant is awarded.

The initial Interest Form may not require every document listed below, but gathering this information can help homeowners confirm that the submission is accurate and prepare for later verification.

Save a copy or screenshot of the completed Interest Form confirmation. Keep it with the policy records used during submission.

What Happens After the Interest Form Is Submitted?

The Mississippi Insurance Department says submitted Interest Forms will be verified. An SMH staff member will notify homeowners of the next steps if they are selected to continue.

The state says homeowners do not need to call after submitting the form. Submission should therefore be followed by organized recordkeeping and waiting for official communication—not by immediately scheduling grant-related roofing work.

How Much Can the Strengthen Mississippi Homes Grant Cover?

The published program FAQ states that a grant can cover up to $10,000 in qualifying costs for the roof upgrade required to reach the FORTIFIED Roof level.

Grant funds are paid directly to the authorized contractor after the approved project is completed and the required documentation has been submitted, including the FORTIFIED designation certificate.

“Up to $10,000” does not mean every selected homeowner will receive $10,000.

The controlling amount is the amount shown in the homeowner’s official grant award. The homeowner remains responsible for costs above that amount.

Why a FORTIFIED Roof Grant Is Different from a General Roof Rebate

Strengthen Mississippi Homes is intended to help eligible properties reach the FORTIFIED Roof level. It is not a reimbursement program for any roof repair, any previously completed roof replacement, or any contractor proposal.

A FORTIFIED Roof designation depends on the complete roofing system and documented installation—not only on the shingle brand or color. A certified FORTIFIED Evaluator documents the project before, during, and after construction. IBHS reviews the documentation before issuing the designation certificate.

Roof-Deck Attachment

The roof deck and its attachment are reviewed as part of the system’s resistance to wind uplift.

Sealed Roof Deck

The deck is protected to help reduce water entry if the outer roof covering is damaged.

Roof-Edge Protection

Perimeter details, drip edge, starter materials, and fastening are treated as critical parts of the installation.

Flashing and Penetrations

Valleys, walls, pipes, vents, and other roof transitions must be addressed correctly.

Qualified Roof Covering

The roof covering must satisfy the applicable product, testing, and installation requirements.

Third-Party Verification

The evaluator collects project evidence for independent review and designation.

Current Counties Included in the Interest-Form Phase

The current form is limited to eligible Wind Pool policyholders in Mississippi’s three lower coastal counties. Eligibility still depends on the policy, property, insurance history, home condition, and program review.

Hancock County

Includes Bay St. Louis, Waveland, Diamondhead, Kiln, and surrounding county communities.

Harrison County

Includes Gulfport, Biloxi, Long Beach, Pass Christian, D’Iberville, and surrounding areas.

Jackson County

Includes Ocean Springs, Pascagoula, Gautier, Moss Point, and surrounding communities.

A city listed above is not an independent guarantee of eligibility. The county, policy, property, and program requirements must all be confirmed.

What Not to Do After Submitting the Form

Do Not Treat Submission as Approval

An Interest Form does not authorize work and does not guarantee a grant award.

Do Not Begin a Grant Roof Early

Work completed outside the authorized program process is not covered by the grant.

Do Not Assume Any Contractor Qualifies

Grant-supported work must be completed by a contractor authorized for the program.

Do Not Assume Every Repair Is Included

Work outside the approved FORTIFIED Roof scope requires a separate agreement.

Do Not Delay Necessary Protection for an Active Roof Leak

An uncertain grant timeline does not make an active roof leak safe to ignore. Water intrusion, missing shingles, exposed decking, failed flashing, and storm-created openings can lead to additional damage inside the home.

Document visible damage from a safe location, contact the insurer when appropriate, and request a professional roof assessment. Avoid climbing onto a wet, damaged, or unstable roof.

Emergency protection and necessary repairs may follow a different process from a future grant-supported FORTIFIED Roof project. Before authorizing permanent work, clarify how immediate repairs, insurance requirements, and grant rules may interact.
