Important: a FORTIFIED Roof does not automatically come with a $10,000 grant.

As of August 2026, Louisiana Fortify Homes Program lottery registration is closed, and the Louisiana Department of Insurance says additional grant rounds will be announced later. LFHP grants are awarded through a lottery process, are subject to funding and eligibility, and may provide up to $10,000 toward qualifying FORTIFIED Roof work.

Do not start roofing work because you expect an LFHP grant. LDI states that homeowners who begin work before receiving program approval are not eligible for LFHP funding.

A FORTIFIED Roof is a documented roofing system built to standards developed by the Insurance Institute for Business & Home Safety (IBHS). It is separate from the Louisiana Fortify Homes Program. A homeowner can pursue a FORTIFIED designation with or without an LFHP grant, depending on the property, project scope, evaluator process, and applicable program requirements.

What Is a FORTIFIED Roof?

FORTIFIED is a voluntary construction and reroofing program developed by IBHS to reduce damage from severe weather. For a FORTIFIED Roof, the work focuses on the roof system rather than a single shingle brand or marketing label.

Stronger Roof Edges

FORTIFIED uses specified edge details, including compliant drip edge and starter-strip installation, to reduce the chance of wind getting beneath the roof covering at vulnerable perimeter areas.

Sealed Roof Deck

An approved sealed-deck method helps reduce water intrusion through roof-deck joints if the primary roof covering is damaged or displaced during severe weather.

Enhanced Deck Attachment

Ring-shank nails and a specified attachment pattern strengthen the connection between the roof deck and framing compared with common smooth-nail attachment.

Tested Roof Covering

The selected shingles, metal, tile, or other roof covering must meet the testing and rating requirements that apply to the FORTIFIED standard and project.

Independent Evaluation

A certified FORTIFIED Evaluator documents required construction details. IBHS reviews the evaluation and determines whether the property receives the FORTIFIED designation.

Five-Year Designation

Louisiana Department of Insurance guidance states that FORTIFIED Roof certificates are valid for five years and require reinspection to renew the designation.

How the Louisiana Fortify Homes Program Process Works

The current LFHP Homeowner Rules and Requirements, dated May 29, 2026, describe a structured process that homeowners must follow. The exact workflow can change in future rounds, so always confirm the latest rules with LDI before taking action.

  1. Wait for an open grant round. As of August 2026, lottery registration is closed. LDI says future rounds will be announced later.
  2. Apply through the official LFHP system. Grants are awarded through a lottery process and are subject to funding availability and eligibility review.
  3. Select and pay for a certified Home Evaluator. Under the current rules, the homeowner selects a certified evaluator. The evaluator performs the required home review and determines whether the home meets the minimum structural standard.
  4. Receive the evaluator's required improvement scope. The evaluator identifies improvements needed to satisfy the FORTIFIED Roof standard and reports those findings to LFHP for final approval.
  5. Obtain bids through the LFHP portal. The current rules require bids from at least three LFHP-approved contractors of the homeowner's choosing through the program process.
  6. Do not authorize work before approval. An LFHP-approved contractor may not begin work until the applicant has completed the required selection and bid process and the project is authorized to proceed.
  7. Complete the approved FORTIFIED work and evaluation. The contractor performs the approved construction scope while the evaluator documents the required stages for FORTIFIED review.
  8. IBHS reviews the evaluation. IBHS determines whether to issue the FORTIFIED designation. Grant funds are released only for an approved applicant after the required designation is issued.

Before relying on LFHP

Basic LFHP Eligibility Requirements

Current LDI rules include several baseline requirements. Meeting these conditions does not guarantee selection or a grant award.

  • Primary residence: the home must have a homestead exemption.
  • Property type: condominiums, mobile homes, and new-construction homes are not eligible under the current rules.
  • Wind coverage: the home must have an active residential insurance policy with wind coverage.
  • Flood coverage when required: a home in a FEMA Special Flood Hazard Area must have flood insurance.
  • Condition: the home must meet the required structural and repair standards determined through the evaluator process.
  • Full contiguous roof: roof patching or partial repairs are not eligible for LFHP funding when roof-covering replacement is part of the recommended improvement.
  • Eligible geography: LFHP lottery eligibility is limited to the parishes identified by LDI for the applicable program rules or round.
  • Insurance claims: homeowners must disclose required prior roof-claim information and other funding sources.

FORTIFIED roofing itself is not limited to LFHP grant geography. A homeowner outside a current LFHP-eligible parish may still be able to pursue a self-funded FORTIFIED Roof designation, subject to the property and IBHS requirements.

A FORTIFIED Roof is not simply a roof with Class 3 or Class 4 shingles, a sealed deck, or stronger nails. The designation depends on the complete applicable system, documentation, evaluation, and IBHS review.

Does a FORTIFIED Roof Lower Homeowners Insurance?

A qualifying FORTIFIED Roof designation may support an approved insurance discount in Louisiana, but homeowners should not assume a specific percentage or dollar savings before speaking with their insurer or licensed agent.

LDI's published discount report states that application varies by insurer and underwriting rules. Many insurers apply their approved discount to the wind and hail portion of the premium rather than to the entire homeowners premium.

A FORTIFIED designation is documentation, not a guarantee of a particular premium.

Assuming $10,000 Is Guaranteed

Confusing the Grant With the Tax Credit

LFHP and the Louisiana FORTIFIED Roof Tax Credit are separate programs. Current LDR rules do not allow a homeowner who received an LFHP grant to claim that tax credit for the same residence.
