After Storm Damage: When a FORTIFIED Roof Upgrade May Be an Option

Important: an insurance claim does not automatically pay for a FORTIFIED upgrade, and grants or tax incentives cannot simply be added to an insurance settlement.

Insurance coverage depends on the actual policy, cause of loss, deductible, adjuster findings, settlement terms, and applicable endorsements. FORTIFIED grant and tax programs have separate eligibility, timing, disclosure, approval, and documentation requirements.

Do not authorize roofing work because you expect a grant, tax credit, endorsement, or insurance reimbursement. Verify each financial program independently before including it in your project budget.

When wind, hail, or another severe-weather event damages a roof, homeowners often face an important decision: restore the roof using a conventional replacement scope or evaluate whether the property is a good candidate for a documented IBHS FORTIFIED Roof path.

A storm loss can create a practical opportunity to discuss stronger roofing details while the roof is already being evaluated for repair or replacement. It does not mean that the insurance company, Louisiana Fortify Homes Program, Strengthen Mississippi Homes, a tax program, or another source will automatically pay for the additional work.

Start With the Roof Damage — Not With the Grant

The first question after a storm is whether the roof has sustained damage that requires repair, temporary protection, or full replacement. That determination should come before decisions about grants, incentives, or FORTIFIED upgrades.

Protect the Home

If active water entry is occurring, temporary measures such as an appropriate tarp or dry-in may help limit additional damage until permanent repairs can be completed.

Document Visible Conditions

Photograph missing, lifted, creased, or damaged roof covering, visible flashing problems, exterior damage, and interior signs of water entry when it is safe to do so.

Review the Insurance Policy

Coverage depends on the policy. Review the deductible, roof settlement provisions, exclusions, endorsements, and other applicable terms with the insurer or licensed insurance professional.

Determine Repair vs. Replacement

A contractor can document roof conditions and prepare a construction scope. The insurer determines what the policy covers and how the claim is adjusted.

SHIC does not determine insurance coverage or claim value.

What an Insurance Claim May — and May Not — Pay For

If a covered loss damages the roof, an insurance settlement may address repair or replacement according to the policy. That does not necessarily mean the policy will pay for every additional feature required to obtain a FORTIFIED designation.

Some homeowners policies may contain endorsements or other provisions that affect upgrades after a loss. Others may not. The actual declarations, endorsements, policy language, and insurer determination control.

Claim Scope

The insurer determines whether covered damage is repaired, partially replaced, or treated as a total roof replacement under the policy.

FORTIFIED Upgrade Cost

Additional sealed-deck, attachment, edge, component, evaluator, or documentation costs may require separate treatment unless the applicable insurance coverage addresses them.

Do not assume that the difference between a conventional roof and a FORTIFIED roof will automatically be included in an insurance settlement.

A different construction path

What Changes When the Replacement Is Intended to Become FORTIFIED?

FORTIFIED is a voluntary construction and reroofing program developed by the Insurance Institute for Business & Home Safety. For projects permitted on or after November 1, 2025 — or installed on or after that date where permits are not required — the 2025 FORTIFIED Home Standard applies.

A FORTIFIED Roof addresses the complete roof system rather than simply specifying stronger shingles.

Enhanced Roof-Deck Attachment

The deck attachment is evaluated and must satisfy the applicable FORTIFIED requirements, with required work documented before it is concealed.

Sealed Roof Deck

An approved sealed-deck assembly provides secondary water protection if the primary roof covering is damaged or displaced.

Stronger Roof Edges

FORTIFIED specifies perimeter details intended to reduce the opportunity for wind to get beneath the roof covering at vulnerable edges.

Compliant Roof Covering

The selected shingles, metal, tile, or other covering must satisfy applicable testing, installation, and wind requirements.

Roof-Mounted Components

Vents, flashing, penetrations, and other roof components must be integrated according to the applicable requirements.

Independent Evaluation

A certified FORTIFIED Evaluator documents required stages and submits the evaluation for program review. The contractor does not issue the designation.

Louisiana homeowners

Storm Claims and the Louisiana Fortify Homes Program

Do not assume an insurance settlement and an LFHP grant can simply be added together.

LDI specifically requires disclosure of relevant roof insurance claims. Insurance proceeds associated with roof damage can affect the amount of LFHP funding available in certain circumstances, and failure to disclose claim information may result in ineligibility.

The Louisiana Fortify Homes Program provides grants of up to $10,000 for qualifying homeowners selected through the program to upgrade an eligible residence to the FORTIFIED Roof standard.

LFHP is separate from the homeowner's insurance claim. Selection, eligibility, evaluator requirements, bidding, construction authorization, funding, documentation, and final designation follow the program's own rules.

What to Do If You Have a Recent Roof Insurance Claim

  • Disclose required claim information to LFHP rather than assuming the claim is unrelated to the grant.
  • Do not begin the grant-funded roof early. Work performed outside the required program sequence may not qualify for LFHP funding.
  • Keep settlement and repair records. Documentation can matter when the program evaluates prior roof damage and funding.
  • Confirm the current lottery status. An LFHP homeowner profile or interest in FORTIFIED roofing is not a grant award.
  • Follow current LDI rules. Program procedures can change between grant rounds.

Mississippi homeowners

Strengthen Mississippi Homes Is a Separate Program

Current Mississippi availability is limited.

As of August 2026, the Mississippi Insurance Department says Strengthen Mississippi Homes Interest Forms are available only for qualifying Mississippi Windstorm Underwriting Association (Wind Pool) policyholders in Hancock, Harrison, and Jackson counties.

The current MID program information says applicants in this phase must meet the applicable Wind Pool history and other eligibility requirements. Selection is not automatic, and submitting an Interest Form is not the same as receiving a grant award.

The program provides grants of up to $10,000 toward qualifying FORTIFIED Roof work. The homeowner is responsible for the evaluator fee and for project costs above the awarded grant amount.

MID also states that homeowners cannot hire an approved program contractor to perform the mitigation work before the grant is awarded and expect that earlier work to be covered later.

A Mississippi storm claim does not automatically create Strengthen Mississippi Homes eligibility.

If the roof has an active insurance claim, confirm with MID and the insurer how that claim affects the proposed project before signing a contract based on an expected grant.

Louisiana tax program

What About the Louisiana FORTIFIED Roof Tax Credit?

Louisiana's FORTIFIED Roof Tax Credit is another separate program. It is a state income tax credit — not an insurance payment and not an LFHP grant.

Current Louisiana law does not allow a taxpayer who received an LFHP grant for a residence to also claim the FORTIFIED Roof Tax Credit for that same residence.

The filing period is tied to the year in which the FORTIFIED credit is earned. Louisiana Department of Revenue guidance states that the application period for roofs certified in 2025 ended June 30, 2026. Homeowners whose qualifying roofs receive certification in 2026 are directed to apply beginning January 1, 2027.

Do not treat “up to $10,000 tax credit” as a cash rebate from SHIC or an automatic reduction in the roofing contract.

Tax eligibility, qualifying expenses, available program capacity, filing requirements, and the effect of insurance proceeds or other financial assistance should be reviewed with the Louisiana Department of Revenue and a qualified tax professional.

A safer decision sequence

How to Evaluate a FORTIFIED Upgrade After Storm Damage

  1. Document and stabilize the damage. Address active water entry and document visible conditions before permanent work begins when practical and safe.
  2. Report the loss according to your policy. Discuss coverage, deductible, settlement basis, and applicable endorsements with the insurer or licensed insurance professional.
  3. Determine the construction need. Obtain a roof inspection and written repair or replacement scope based on the actual condition of the roof.
  4. Decide whether FORTIFIED designation is a goal. If it is, involve a certified evaluator early enough to document construction details that will later be concealed.
  5. Check financial programs separately. Verify current Louisiana or Mississippi grant status, insurance upgrade coverage, and applicable tax rules independently.
  6. Disclose relevant insurance proceeds where required. Do not assume that insurance money is invisible to a grant or tax program.
  7. Wait for required approvals. If a grant program requires selection, evaluator review, bidding, or authorization before construction, complete those steps before starting the applicable work.
  8. Complete and document the approved roof scope. The contractor performs the construction while the evaluator documents applicable FORTIFIED requirements for program review.

Reviews the submitted documentation and determines whether the property receives the FORTIFIED designation.

If insurance replaces my roof, will it pay for a FORTIFIED Roof?

Not automatically. Coverage depends on your actual policy, endorsements, cause of loss, settlement terms, and insurer determination. Ask the insurer or licensed insurance professional specifically how additional FORTIFIED-related construction costs would be treated.

Can I combine an insurance settlement with an LFHP grant?

Do not assume the amounts can simply be stacked. LDI requires disclosure of relevant insurance claim information and states that insurance proceeds associated with roof damage can affect LFHP grant funding in certain circumstances. Confirm your situation directly with LFHP.

Can I get the Louisiana tax credit if I receive an LFHP grant?

Current Louisiana law does not allow a homeowner who received an LFHP grant to claim the Louisiana FORTIFIED Roof Tax Credit for that same residence.

Does storm damage make me eligible for Strengthen Mississippi Homes?

No. Strengthen Mississippi Homes has its own eligibility requirements. Current Interest Forms are limited to qualifying MWUA Wind Pool policyholders in Hancock, Harrison, and Jackson counties. A storm insurance claim does not by itself create grant eligibility.

Should I wait for a grant if my roof is actively leaking?

Protecting the home from additional damage takes priority. Temporary emergency protection and permanent grant-funded mitigation are different issues. If a financial program is important to the permanent replacement, confirm its rules before authorizing work that could affect eligibility.

Who should I contact first about an insurance claim?

Coverage and claim questions should be directed to your insurer or licensed insurance professional. A roofing contractor can document visible roof conditions and provide a construction estimate but does not determine insurance coverage.

Can SHIC issue a FORTIFIED certificate?

No. SHIC performs roofing construction. A certified FORTIFIED Evaluator independently documents applicable requirements, and the designation is issued through the FORTIFIED program after review.
